[文摘]:Advances in satellite and related technologies have added a significant new dimension to international communications, and they have demonstrated a similar potential for domestic communications in a number of areas of the world. In practice, however, the need for new and imaginative approaches in the regulatory processes are indicated if the public is to benefit to the maximum extent from the new technologies. The high capacity/low cost of communications satellites, with relatively short lifetimes, is discussed in relation to the higher cost/long lifetime facilities of conventional means of transmission. Included in the discussion are subjects such as capabilities of communications satellites, satellite costs and international communications pricing methods, rate base as a means of setting rates of return, global and domestic satellite systems, and the need for a national system of communications planning. [文摘]:The paper is concerned with material damping in composite rotors. The material damping for a high-modulus carbon fiber in epoxy resin is investigated for different angles of filament winding. When the separate contributions on the damping from the stresses in the directions of the fibers transverse to the fibers and in shear are taken into account, the damping coefficient has a minimum when the filament winding angle is between 10 and 45 deg, which fortunately for most applications is also the optimal interval for the filament winding angle to obtain minimum weight. To obtain the lowest possible dissipation energy for three different constraints, lateral eigenfrequency, maximum torque due to static stress, and maximum torque due buckling, there exists an optimal filament winding angle interval. This interval is in the same region as the optimal filament winding for minimum weight. (Author)
